Senior/Executive Human Resources
Description

The role of the Senior/Executive, Human Resources is to provide HR consulting to the departments/centres and administers the operations of the Human Resources Department related to The Salvation Army human resources programs, procedures, policies, employee benefits and labour agreements.

Senior/Executive, Human Resources will support the HR Team to ensure our human resources management systems are in line with The Salvation Army policies, vision, mission, and statutory requirements of respective countries.

Responsibilities
  • Liaise with line managers to understand staffing needs and future skills requirements and collaborate with hiring managers to prioritize hiring efforts and develop recruitment strategies aligned with business goals.
  • Guide department managers in identifying and addressing staff capability gaps, coordinating training and development initiatives, and managing high-potential talent and succession planning.
  • Work with line managers to address and resolve employee issues, and support exit and retirement processes, including conducting exit interviews.
  • Manage employee benefits programs, including health insurance plans.
  • Administer the full payroll function as the primary responsibility, ensuring accurate and timely processing of employee salaries and wages. Maintain comprehensive payroll records, ensure compliance with all applicable laws and regulations, and address payroll-related inquiries, resolving discrepancies promptly.
  • Timely handling of CPF, government-claim submissions, e.g., childcare leave, maternity/paternity leave, NS make-up claims, income tax matters (IR8A & IR21), etc.
  • Administer HR functions such as maintaining employee records, managing HRIS, and ensuring compliance with labour laws. Implement HR policies and procedures, and prepare and analyse HR metrics and reports etc.
Qualifications

Diploma/ Degree in Human Resources

Job Requirements

  • Relevant experience in payroll and good knowledge of Employment Acts
  • Proficiency in payroll software and systems.
  • Strong understanding of Singapore payroll laws and regulations.
  • Excellent attention to detail and accuracy.
  • Strong analytical and problem-solving skills.
  • Good communication and interpersonal skills.
  • Ability to work independently and as part of a team.
  • IHRP Certification Preferred.
