Assessment & Insights Team

The Assessment team, which you will be a part of, oversees the assessment and development process required for the certification of HR professionals’ competencies. Part of this includes upholding a transparent, fair and robust assessment process.

1. Job Title: Assistant Manager/Manager, People Analytics

Job Responsibilities include:

  • Execute and monitor the fulfilment of IHRP’s role as administrator of the Human Capital Diagnostic Tool as specified in Letter of Appointment and funding obligations
  • Support the development, implementation, and evaluation of modifications and enhancements to the HR Diagnostic tool, procedures, operations and systems
  • Work with key stakeholders, including government agencies such as MOM and WSG on the selection and management of pool of assessors to be trained to administer the tool
  • Support the Master Trainer to support the delivery of Assessor Training
  • Interpret and draw insights from diagnostic data and prepare reports to summarise such findings, with emphasis on the HR maturity in enterprises at sectoral and national level
  • Conduct regular audits and post-diagnostics evaluation survey and provide an analysis and report on the performance of assessors
  • Conduct research and provide insights on the impact of current market dynamics as well as current and future industry trends (through Industry Transformation Maps, etc) on human capital development as a business priority.
  • Support IHRP Management Team in the development of IHRP’s Human Capital Thought Leadership • Function as secretariat to IHRP’s advisory committee for the IHRP Enablement Strategy


  • Degree in Psychology is required with a Masters degree in either Statistics or Psychometrics strongly preferred, plus at least 5 years’ experience in dealing systemic data, conducting trend analyses, applying weighting schemes and standardising data
  • Equally key is a strong background in applied research including the design and conceptualisation of research studies, interpretation of findings and synthesising key insights
  • Qualifications (e.g. ACTA) and/or experience in delivering training will be an advantage
  • Demonstrated ability to be a well-organised self-starter and work effectively within a team, with the proven ability to multi-task, set work priorities, track projects with meticulous detail and meet deadlines
  • Fluency in system applications, including Microsoft suite, statistical programmes, e.g., SPSS, database management programs and presentation software
  • Demonstrated ability to problem-solve using analytical and reasoning skills to maintain, identify, and make recommendations to improve operational systems and achieve better efficiency
  • Open-minded to developing and testing new systems, new ways of thinking, and innovative approaches to the portfolio
  • Proven quantitative ability to analyse, track and interpret data
  • Strong interpersonal skills and able to communicate to a wide audience

2. Job Title: Manager/Assistant Manager, Assessment

Job Responsibilities include:

  • Maintain a fair and transparent assessment process, including the selection and training of invigilators, assessors and moderators
  • Ensure that assessment appeals are escalated to the appropriate channels and addressed as necessary
  • Identify new and relevant technologies to enhance the delivery of assessments
  • Ensure that procedures are in place to reaffirm, at least annually, the fairness, validity and reliability and general performance of each assessment and all identified deficiencies corrected
  • Undertake regular reviews and updates of Assessment Policies, emphasising the need for integrity and outlining the consequences of misconduct


  • At least 4-6 years of assessment related work experience in either an occupational or educational environment
  • Prior experience with design, development and delivery of assessment questions, tools and tests
  • Experienced in the conceptualisation and design of research studies and surveys
  • Demonstrated strength in end to end project management and multiple stakeholder management
  • Strong verbal and written communication skills are essential to partner with an executive team of internal and external stakeholders
  • Self-directed, attention to detail and ability to multi-task across concurrent projects

3. Job Title: Executive, Assessment

Job Responsibilities include:

  • Provide responsive and quality support services to applicants seeking study award, manage applicant queries and appeals
  • Monitor and track financial disbursement of study award, handling of exceptions, deferments, reporting and enforcement etc
  • Assist and provide administrative support for events related to study award
  • Provide administrative support for update of central applicant database, preparation of annual estimates, submissions to relevant stakeholders (e.g., updating of SSG’s database)
  • Preparation of relevant documents required for award, e.g., Letter of Undertaking
  • Assist with preparation and control of programme’s budget and fund management
  • Check and verify documents on back reconciliation and ensure proper documentation for internal and external auditors review
  • Prepare quarterly fund request and assist with the analysis of financial data
  • Support the recovery of award monies in the event of defaulters
  • Work with other internal units, i.e., Finance, in grant disbursement, grant accounting and administrative finance


  • Diploma or equivalent qualifications in either Accounting or Business Services. Possess understanding of issues related to scholarships and/or grant administration. Prior experience in the administration of scholarships or grants will be advantageous
  • Strong attention to financial details and record keeping
  • Keen sense of customer service and motivated to maintain service standards
  • Possess positive attitude and prepared to work hands-on for events management
  • Meticulous and independent worker who takes the initiative to problem solve

Engagement Team

The Engagement team, which you will be a part of, oversees development of the engagement and partnership strategies so as to establish our market positioning and develop a strong close-knit HR community.

Job Title: Manager/Assistant Manager for Engagement

Job Responsibilities include:

  • Drive the engagement with HR practitioners and corporate clients to raise adoption of the IHRP Certification
  • Develop strategies and the implementation of initiatives to attract new Certified Professionals
  • Establish and maintain partnerships with key stakeholders, institutions and other partners across the HR landscape to positively impact company’s objectives
  • Devise and monitor metrics for measuring the level of engagement with customers, as well as key stakeholders and partners


  • Degree, Diploma or equivalent qualifications in business administration, marketing, communications or related field.
  • At least 4-6 years of relevant experience in business development, engagement, and/or partnerships preferredExcellent communicator and creative thinker, with an ability to use data to inform decisions.
  • Possess strong organisational skills to manage projects with many moving parts within a fast paced and dynamic work environment.
  • Strong networking skills and proactive in building relationships with partners.

Professional Practices

The Professional Practices (PP) team, which you will be a part of, will champion the setting and upholding of the gold standards in HR by implementing the IHRP Professional Certification Framework and promoting public confidence in the standards of HR professionals certified under IHRP.

Job Title: Senior Manager of Professional Practices

The Senior Manager of Professional Practices is responsible for deputising the Head of Professional
Practices in the areas of Certification & Recertification (IHRP-CP and IHRP-SP), as well as course
accreditation. There will be two executives who will report up to this role.

a) Certification and recertification

• Oversee policies, procedures and standards with regards to certification and recertification,
including policies on the IHRP Code of Professional Conduct (CoC)
• Manage the Experience Assessment process for the IHRP-CP and IHRP-SP certification levels
(i.e. review candidate applications to assess candidate eligibility against the certification
eligibility criteria)
• Manage the Pre-Assessment dialogue and bridging process for CIPD members who are keen
to pursue mutual recognition (i.e. interview candidates to assess candidate eligibility for the
appropriate bridging certification levels)
• Manage the recertification process (i.e. assess candidates on eligibility criteria for

b) Course accreditation
• Manage and oversee the HR course accreditation policies, procedures and standards,
engaging with training providers to pursue IHRP course accreditation (i.e. engage with training
providers interested in course accreditation and review the course materials submitted to
ensure alignment to BoC sub-competencies)
• Monitor and meet course accreditation metrics such as number of training providers accredited,
number of courses accredited and percentage of BoC coverage

c) Governance and controls
• Ensure robust controls are in place for the recording, storage, management and dissemination
of confidential and sensitive candidates’ data
• Conduct regular reviews and updates of the policies and procedures related to certification/
recertification and course accreditation to ensure fairness to candidates and training providers

d) Team management
• Oversee and coach direct reports to manage staff engagement, development and well-being

• Degree in Business, Human Resource (HR) or related discipline
• Demonstrate continuing professional development through development activities such as course
work, workshops, seminars and conferences

• At least 5-8 years of experience in a HR-related role and in positions of progressively higher
• A strong project-manager, service-orientated and systematic thinker with the ability to manage
diverse external and internal stakeholders
