Assessment & Insights

The Assessment team, which you will be a part of, oversees the assessment and development process required for the certification of HR professionals’ competencies. Part of this includes upholding a transparent, fair and robust assessment process.

1. Job Title: Senior Executive, Business Process Innovator

Job Responsibilities include:

Process Innovation and Change Management

  • Undertake process change projects identified by the Head of Assessment & Insights, participate in day-to-day operations as part of process improvement, proactively resolving issues where required
  • Partner IHRP teams to identify process improvement, efficiency optimisation and customer experience improvement opportunities
  • Collaborate with IHRP teams to ensure understanding, acceptance, and follow through on execution plans to support business transformation and achieve measurable improvement
  • Facilitate buy-in of the new processes designed and transition the improved process to the line
  • Combine an understanding of established and emerging project facilitation methodologies and technologies

Information Processing and Systems Integration

  • Take charge of vertical and horizontal informational flow within the ASI team to support the monitoring, planning and decision making for business and operations
  • Tackle system and process integration issues and gaps whether due to human/machine error or difficulty
  • Leverage digital technology to enhance processes which might include automation, internet of things (IOT), artificial intelligence (AI), etc.
  • Develop management and monitoring dashboards to address the issues of operational visibility and bottlenecks

Product Portfolio Management

  • Build, Communicate & Maintain an actionable plan and roadmap of IHRP’s product capabilities(e.g., certification offerings, diagnostic tools etc.)
  • Ensure consistency & long-term maintainability in product solution across People (organisation),Process and Platform
  • Participate in the development of new products with a view to early integration testing and ensure that key product content is readily available to internal stakeholders and users

Other Administrative Support

  • Provide secretariat support to the IHRP’s Assessment & Insights committee
  • Provide support in management of departmental and/or project budget and funds monitoring
  • Provide general administrative and operations support


Education and qualifications:

  • A Bachelor degree related to Information Technology & Operations Management, Analytics &Operations or Operations Management would be preferred
  • At least 3 years’ experience in Process Design and/or Change Management

2. Job Title: Manager for Assessment & Insights

Job Responsibilities include:

Management of Certification assessments

  • Develop and review assessment cases, questions and answers as part of IHRP’s efforts to maintain a robust and relevant Question Bank
  • Implement new/improved processes, test ancillaries (e.g., candidate preparation guides), and/or systems to enhance the readiness of HR professionals undergoing the IHRP certification
  • Support the collection and analysis of various assessment data to validate and inform the quality of assessment
  • Ensure robust controls are in place for the recording, storage, management and dissemination of confidential and sensitive assessment data
  • Facilitate regular reviews and updates of the assessment policies and operational framework to ensure service quality and fairness for all candidates

Programme Development

  • Develop and implement programs, projects and activities designed to increase IHRP’s pool of Assessors and create a vibrant community
  • Establish standards for the training of IHRP Assessors and renew their status and qualification as an IHRP Assessor
  • Serve as a liaison lead to mobilise and coordinate resources across different pools of IHRP Assessors to support IHRP’s strategic role as the Voice of the HR Community in Singapore
  • Identify and convene platforms for the Assessor community, corporate and public sectors to dialogue and co-create plans to implement changes to address sector issues and challenges

Assessment Portfolio

  • Execute Assessment Strategy set out by Head of Assessment & Insights that covers testing, review, calibration and certification activities required by IHRP to maintain its mark of quality
  • Conceptualise a portfolio approach that harnesses interrelated products within IHRP’s existing product portfolio for value generation
  • Undertake business and product research aimed at optimising IHRP’s portfolio of products and data (e.g., diagnostic tool data and question bank content)


Education and experience:

  • Having at least 5 years of experience as a project lead, and/or consulting experience
  • A relevant degree in human resources, psychology or business is desirable
  • Familiarity with design, development and delivery of assessment questions, tools and tests
  • Prior experience in a training institute, certification or professional body would be advantageous
  • Deep execution experience in managing a full project life cycle

Operations & Corporate Services

The Operations & Corporate Services team, which you will be a part of, oversees on the day-to-day implementation of the operation activities of the company and ensuring they are run effectively and efficiently in line with IHRP’s strategic plan, developmental plan and operational plan and objectives.

Job Title: Manager/Assistant Manager

Job Responsibilities include:

(a) Operations

  • Lead in managing all aspects of operations and ensure workflow, processes and delivery are efficient, effective and accomplished within budget
  • Manage and support IHRP’s Board and Committees. Ensure the smooth operation of Board and Committees Meetings and all Board-related and Committees-related matters
  • Manage, schedule and maintain a Master corporate calendar of IHRP key meetings, certification schedule and events
  • Work with inter-departments to support the institute’s events. Provide logistical support to events, such as invitation & RSVP, sourcing of venues, F&B, procure necessary logistics required, etc
  • Support IHRP Certification such as manage customers’ enquiries, provide support in customers’ application journey from Creation of Accounts to completion of Competency Demonstration
  • Source for venues for on-site assessment and manage utilisation and capacity for each assessment date/month with appointed venue partner/s
  • Support cross-stream work and activities and ensure work and activities run smoothly and in a timely manner
  • Oversee the smooth running of office operations such as day-to-day operations, office administration and visitors’ management
  • Covering duty to Assistant Manager of IT and Facilities Management

(b) Corporate Services

  • Support HOD in managing and delivering Corporate Services scope of work such as HR and Legal
  • Provide selected HR shared services such as recruitment, training, onboarding, offboarding, employee engagement, benefits administration, insurance procurement and renewal, etc

(c) Others

  • Support HOD in Management reporting, such as consolidating Monthly reporting to BoDs, Stakeholders meetings, etc
  • Support HOD in OCS team procurement of 3rd parties’ services
  • Support HOD in ad-hoc assignments


  • Diploma/Degree or equivalent, preferably in Business Administration
  • At least 5 years of relevant work experience in administration and operations
  • Good collaboration skills and experienced in supporting multiple internal stakeholders
  • Good verbal and written communication skills to partner with an executive team of internal and external stakeholders
  • Ability to multi-task and ability to juggle multiple assignments, while demonstrating attention to detail
  • Team player with high level of integrity, dependability and strong sense of urgency

Professional Practices

The Professional Practices (PP) team, which you will be a part of, will champion the setting and upholding of the gold standards in HR by implementing the IHRP Professional Certification Framework and promoting public confidence in the standards of HR professionals certified under IHRP.

Job Title: Manager for Professional Practices

You will be responsible for supporting the Head of Professional Practices with the planning and execution of the CPD Learning & Development Strategy and IHRP Community Engagement Plan:

a) Design, develop and manage the Learning & Development Programming to uplift the HR capabilities as part of the Continuing Professional Development (CPD) of the IHRP community

  • Establish partnerships with the HR ecosystem to curate content, programmes and activities
  • Develop and maintain the annual calendar of events
  • Rollout monthly programming and quarterly Community of Practice (CoP) campaign rollout
  • Identify and support CoP Champions and community volunteers

b) Manage and maintain the IHRP Learning Management System (LMS), which is a platform that provides digital content and a forum for social learning

  • Liaise with and project manage the LMS vendor
  • Manage user administration, content upload and reporting functionality

c) Manage the engagement of and rapport building with the IHRP community, to better understand their profiles, aspirations and CPD needs

  • Conduct pulse surveys of our certified community to gather insights on the learning needs
  • Analyse the data from various resource points to understand the persona types, profiles and aspirations
  • Monitor the CPD fulfilment and tracking of the certified professionals

d) Provide support to the team in the execution of policies, procedures and standards with regards to updates to the BoC, CoC, Certification, Recertification, CPD and Course Accreditation (as needed)


  • Approximately 4-6 years of work experience in Learning & Development and HR
  • Prior experience with design, development and delivery of multi-modal learning & engagement programmes (preferred)
  • A strong project-manager, service-orientated and systematic thinker with the ability to manage diverse external and internal stakeholders
